The expiration of the initial deadline for the elevator registry on June 30, 2026, left several property owners and building managers with pending obligations. A new legislative regulation (amendment to par. 5 of article 11A of Law 3982/2011) comes to provide a significant solution for the smooth compliance of the market, establishing a transitional mechanism.

Free registration through the transitional procedure

The new provision stipulates that those who did not manage to register their elevator now have the opportunity to do so without the imposition of a fine. This specific grace period is valid until July 10, 2027. This is a first-class opportunity to close pending building matters cost-effectively and with full legal coverage, avoiding retroactive sanctions.

The same Registry, with a new process

The registration continues to take place on the same digital Elevator Registry of the General Secretariat of Industry, so the platform does not change. However, the procedure for late declarations changes regarding submission: the registration process is no longer carried out directly by the owner or manager, but is done exclusively through the responsible maintenance technician or installer of the elevator. To proceed with the process, the manager or owner of the property simply needs to sign a Solemn Declaration by which they consent to the registration and confirm the basic details of the building and the elevator.

Administrative fines for out-of-process detection

For your complete information, it is useful to know what sanctions the law provides in the event that an elevator is found unregistered outside of this transitional process (for example, after a sudden audit by the competent authority or following a complaint). The administrative fines per elevator are set as follows:

  • 1,000 euros for elevators in buildings with residential use.
  • 2,500 euros for buildings with commercial or mixed use.
  • 5,000 euros for buildings accessible to the general public.

Restrictions on lawful maintenance

Beyond the financial fines, the new regulation brings a substantial change to the daily operation and safety of buildings. The regular maintenance of an elevator that does not have an official registration number can no longer be legally completed. The technician has the right to perform only the absolutely necessary work for the safe immobilization of the lift or the prevention of immediate danger.
